Job Duties:
Financial Institution Examiners participate in the assessment of Nebraska state-chartered financial institutions to determine safe and sound practices’ adherence to all laws, regulations, and guidance documents; the adequacy of internal controls/procedures; financial adequacy; and the general performance of management. In addition to the duties of a Financial Institutions Examiner, the Capital Markets Examiner Specialist will provide effective and accurate evaluation of financial institutions’ ability to manage the risks related to capital markets activities, including capital, liquidity, and sensitivity to market risk, among others.
Duties will include, but not be limited to:
Assess a financial institution's financial and risk positions related to earnings, investment portfolio strategies, liquidity, and interest rate risk
Provide guidance, mentorship, and training to financial institution examiners on matters related to capital markets areas including identifying areas of increased risk, updates to examination procedures, workpaper documentation standards, and preparation of exit comments and reports of examination.
Assess the effectiveness of financial institutions' asset/liability management function
Analyze financial institutions' ability to accurately conduct risk analysis, stress testing, and model validation
Lead specialty areas of examinations related to capital markets reviews and represent NDBF as a subject matter expert when working with federal regulators and industry professionals
Evaluate larger and/or more complex financial institutions to provide expertise in areas related to capital markets issues, stressed liquidity positions, and increased risk profiles
Provide assessment and expertise, in verbal and written communications, regarding recent actions involving financial markets and how status changes and developments can affect financial institutions (i.e., Federal actions, yield curve, interest rates, domestic and global economic growth, asset classes and risk profiles)
Provide assistance in reviewing financial institutions’ periodic progress reports and informal or formal action responses in areas related to capital markets, as requested by Review Examiners and/or federal agencies
Maintain monitoring reports as it relates to liquidity, interest rate risk, and the investment portfolio
Represent NDBF in speaking engagements regarding capital markets related matters, as needed
Complete all other duties as assigned and necessary to support the NDBF vision and mission.
Other duties as assigned and within the scope of the classification.
Requirements / Qualifications
Minimum Qualifications: To qualify for this Examiner Specialist position, the applicant should have a minimum of three years’ regulatory experience within the last 10 years, including serving as Examiner-in-Charge of safety and soundness examinations of depository financial institutions. The applicant must have earned a Bachelor's or graduate degree from an accredited college or university related to business, finance, accounting, fintech, or economics. A minimum of six semester hours in accounting is required. The chosen candidate will be expected to achieve and maintain relevant professional certifications, and successfully complete continuing education opportunities as assigned. Applicants must have sound knowledge of general banking operations and examination principles.
Note: The position may be underfilled if the required regulatory experience and accounting hours are not met, provided the applicant is willing to complete all appropriate training and requirements to meet such standards, in a prescribed amount of time. Salary would be adjusted according to experience, expertise, and relevant skills. A degree as listed above and three or more years of professional experience working in the fields of: examining, auditing, or banking industry with experience in capital markets related areas may be substituted for senior examiner level status in some cases.
Preferred Qualifications: Applicants must have a strong ability to define problems, collect and analyze data, draw valid conclusions, prepare reports, and monitor financial trends and performance. Must be able to communicate effectively with teammates, industry professionals, other regulators, and the public, both orally and in writing, to present analyses, conclusions, and opinions clearly, concisely, and professionally. Must have strong technology skills including proficiency with Microsoft applications and ability to learn various examination and database software programs. Must be willing to learn new processes, skillfully adapt to change quickly, and work with limited supervision. Examiners must possess the highest integrity, leadership skills, personal accountability, and ethics. Chosen candidate would be encouraged to obtain the CSBS Certified Capital Markets Examiner designation.
Other: This position requires a minimum of 40 hours per week, with day and overnight travel required. Must possess a valid driver’s license and evidence of vehicle insurance, or the ability to provide independent authorized transportation. Must pass a criminal background check and motor vehicle records check. Regular and reliable attendance required.
