Job Description
The Senior Vice President of Capital Markets leads the capital markets product areas that involve raising capital beyond the CoBank balance sheet and administrative agency function (Agency) for our customers and prospective customers. The products include but are not limited to: loan syndications of various structures, fixed rate long-dated term loans, asset backed debt structures, highly structured transactions, including leveraged finance, project finance, etc., other senior debt enhanced products utilizing CoBank's letter of credit capacity, and Agency function. The Capital Markets team supports the bank's active large corporate, middle market, and sponsor backed capital raising activities for banking team customers within the broadly defined Agribusiness and Infrastructure industry sectors. Leads the product of Agency and the team that provides deal and investor management that handles compliance, consents, waivers, amendments, and syndicated deal closing. Provides value-added consultation to borrowers, relationship management and deal teams to originate, structure, and distribute capital markets transactions with an emphasis on primary market activity by staying abreast of market trends. A key focus is on developing and maintaining investor relationships with commercial, investment, and Farm Credit banks and associations, as well as insurance companies and other non-traditional debt providers related to syndications and portfolio management. Additionally, responsible for maintaining an active presence in the secondary debt markets to ensure strategic execution and active portfolio management. Supports the development of the Farm Credit System Philosophy through the structuring and marketing of attractive risk/return profile transactions and equitable deal allocation and fee sharing arrangements. Promotes CoBank as the premier arranger of syndicated debt capacity within the Farm Credit System, and across secondary Capital Markets to borrowers and agents. Develops and maintains key alliance partner relationships associated with the fixed-rate debt market activities of the bank. Manages the teams that assist in the marketing, execution, and administration of capital markets transactions with customers in conjunction with the banking teams. This executive level leadership role is responsible for developing and executing CoBank's capital markets strategy in alignment with the overall banking, credit, relationship management, and enterprise growth objectives. The role requires a strategic, commercially minded leader with deep financial markets expertise, strong credit judgement, and the ability to partner across banking teams, risk management, finance, legal, operations, technology, and executive leadership. The Senior Vice President of Capital Markets serves as a trusted advisor to internal stakeholders and customers/clients, helping structure solutions that raise and optimize capital, manage risk, deepen relationships, and creates sustainable value.
Essential Functions
- Strategic leadership: Develops and executes a capital markets strategy (including Agency) in support of the banking teams’ (including Farm Credit Banking Group) business plans, customer needs, CoBank and market risk appetite, and financial performance goals. Develops robust career pathing and organization strength to ensure a long-term, sustainable team. Integrates with the bank’s early career credit training program, develops active career paths for all capital markets functions in coordination and collaboration with the banking teams and operations division.
- Deal origination and underwriting: Partner with banking team relationship managers and credit professional to support disciplined deal origination, structuring, due diligence, credit analysis and approval process for capital markets related transactions. Responsible for the underwriting and underwriting opinion development, placement of exposure beyond CoBank appetite, investor management and allocation, and all internal approvals necessary to execute. Manages key institutional investor relationships with commercial, investment, and Farm Credit Banks and Associations, as well as insurance companies to provide strong asset distribution network.
- Investor relationships: Primarily responsible for all capital markets investor relationships. Maintaining and expanding the depth and breadth of investors to ensure capital raising capabilities for a diverse set of Agribusiness and Infrastructure customers, including administrative agency services. Responsible for coordinating with banking teams and Farm Credit Banking Group members on deal allocations. Close coordination with Farm Credit Banking Group is required for effective investor relationship management.
- Product development: Through up-to-date capital market knowledge and investor appetite, advise banking teams and customers on debt structure, price, and terms across various floating-rate and fixed rate debt products, including syndicated bank debt, private placement markets and other fixed-rate debt markets, asset backed loans, and other senior debt enhanced products. Brings active competitive market analysis and appropriate transaction structures to banking teams to customers and promote investor demand to support customer and investor relationship building. Manages Team Leaders involved with the sell-down of participations and allocations in CoBank credits to other Farm Credit System institutions and commercial banks in order to implement effective investor relationship management and portfolio management strategies.
- Risk management and compliance: Ensure capital markets activities are conducted in accordance with regulatory requirements, internal policies, credit standards, documentation practices, and the CoBank’s risk appetite. Provide leadership oversight for regulatory and reputation risk, governance practices, controls, reporting, issue escalation, and policy adherence to ensure capital markets activities are well controlled and aligned with CoBank standards.
- Market intelligence: Monitor economic trends, credit markets, rate movements, investor appetite, regulatory developments, and competitive dynamics; translate insights into practical guidance and information sharing for leadership, bankers and other internal and external stakeholders.
- Financial performance: In coordination with the banking teams, manage revenue generation from debt arrangement and underwriting activities, secondary market facilitation, pipeline development, profitability, risk distribution, and portfolio optimization. Ensure Agency function operates effectively and efficiently in coordination with the banking teams and operations division.
- Team leadership: Manages the entire Capital Markets team, including the Team Leaders and the Agency Team to ensure quality guidance is provided to banking relationship managers on structuring and pricing of credit facilities, including competitive market analysis and appropriate transaction structure to promote investor demand. Further responsibilities include the Agency product and the team that provides deal and investor management that handles compliance, consents, waivers, amendments, and syndicated deal closing.
- Team building: Recruits, develops, motivates, and retains high-quality capital markets human resource talent. Coordinates and collaborates with banking teams as market and business plans develop and evolve. Actively participates and contributes to talent development, training, and career pathing for Capital Markets and across CoBank.
- Day-to-day operation: Ensures the effective day-to-day operation of the Capital Markets team. Sets performance standards (group and individual), manages workflow, evaluates performance, and recommends personnel actions within delegated authorities. Consults with Human Resources as appropriate. Proactively pursues enabling technology for the Capital Markets platform, working with CoBank’s Transformation Management Office and Technology divisions. Proactively evaluates team structure, team talent needs, technology usage, and job descriptions/functions to ensure a Capital Markets platform that is state-of-the art and forward compatible.
- Executive communication: Develops programmatic executive communication plans. Provides clear and timely updates to the Chief Banking Officer and other executive leadership regarding strategy, pipeline, market conditions, risk considerations, and performance goals.
- As a people manager at CoBank, you will be expected to manage and lead associates. Responsibilities include, but are not limited to, associate performance management, talent strategy, workforce planning, change management, conflict resolution, and relationship management. You will drive and be accountable for the team’s development, alignment with the division’s objectives, as well as with CoBank’s strategy and mission.
Education
- Bachelor's Degree in business, finance or a relevant discipline. required
- Master's Degree or MBA, CFA, or other relevant advanced degree or certification preferred
Work Experience
- 15 years of progressive experience with expert knowledge in capital markets. Experience as a senior leader within an institution of comparable scale and complexity required. required

- Broad knowledge of capital markets, credit and financing alternatives in a commercial or investment banking environment.

The typical base pay range for this role is between $311,800 - $389,800. Compensation may vary based on individual job-related knowledge, skills, expertise, and experience. This position is eligible for a discretionary annual incentive program driven by organization and individual performance.
